ประเดิมงานแรกกับการจัดงานเทศกาลลอยกระทง หลังดำเนินการจัดระเบียบ และปรับปรุงภูมิทัศน์บริเวณคลองโอ่งอ่าง ซึ่ง กทม.ตั้งใจให้ประชาชนได้ใช้ประโยชน์ร่วมกัน เป็นครั้งแรกที่กรุงเทพมหานคร จัดงานลอยกระทง บริเวณคลองโอ่งอ่าง หรือที่รู้จักกันดีว่า “สะพานเหล็ก” ภายใต้แนวคิด “ประดิษฐ์กระทง นุ่งไทย ไหว้พระแม่คงคา” เพื่อเป็นการต้อนรับคลองโอ่งอ่างที่ได้ถูกยกระดับให้เป็นแหล่งท่องเที่ยวเชิงอนุรักษ์ทางวัฒนธรรมของย่านประวัติศาสตร์และโบราณสถานที่ประชาชนทั่วไป สามารถเข้ามาใช้ประโยชน์ และทำกิจกรรมร่วมกันได้โดยช่วงเย็นที่ผ่านมา

เพื่อเตรียมความพร้อมของภาคการเงิน ธปท. จึงออกแบบแผนดำเนินงานที่คำนึงถึงจังหวะเวลาและความเร็วของการดำเนินการที่ชัดเจนและให้มีสมดุลระหว่างการปรับตัวและผลกระทบที่จะเกิดขึ้น โดยต้องไม่เร่งรัดจนทำให้ภาคเศรษฐกิจส่วนใหญ่ปรับตัวไม่ทัน หรือไม่ช้าจนเกินไปจนทำให้เกิดการละเลยหรือเพิกเฉยที่จะปรับตัว จนส่งผลกระทบเชิงลบในระยะยาว ซึ่งแผนดำเนินงานข้างต้นจึงต้องมีการวางรากฐานสำคัญ 5 ด้าน ดังนี้

(1) ปรับกระบวนการดำเนินธุรกิจของสถาบันการเงิน เพื่อให้มีบริการและผลิตภัณฑ์ทางการเงินด้านสิ่งแวดล้อมที่ตอบโจทย์ความต้องการของภาคธุรกิจ (Products and Services) โดยจะออกแนวนโยบายการดำเนินธุรกิจของสถาบันการเงินที่คำนึงถึงมิติด้านสิ่งแวดล้อมในช่วงไตรมาสที่ 3 ปี 2565 เพื่อให้สถาบันการเงินผนวกแนวคิดด้านสิ่งแวดล้อมที่มีมาตรฐานเข้าเป็นส่วนหนึ่งของการดำเนินงาน และการสร้างแรงจูงใจให้กับธุรกิจผ่านธุรกรรมการปล่อยสินเชื่อ รวมถึงผลิตภัณฑ์และบริการทางการเงิน ที่สามารถรองรับการปรับตัวด้านสิ่งแวดล้อมของภาคธุรกิจโดยเฉพาะ SMEs ได้อย่างตรงจุด

(2) จัดทำมาตรฐานกลางที่กำหนดนิยามและจัดกลุ่มกิจกรรมทางเศรษฐกิจที่คำนึงถึงสิ่งแวดล้อม (Taxonomy) ร่วมกับภาครัฐ ภาคเอกชน และสถาบันการเงิน โดยเริ่มจากการจัดกลุ่มกิจกรรมในภาคเศรษฐกิจหลักที่มีปริมาณการปล่อยก๊าซเรือนกระจกในสัดส่วนที่สูง อาทิ ภาคพลังงานและภาคการขนส่ง ให้แล้วเสร็จภายในเดือนมกราคม ปี 2566 เพื่อให้แต่ละภาคส่วนนำไปใช้อ้างอิงและช่วยให้สามารถประเมินสถานะการดำเนินงานด้านสิ่งแวดล้อมของตนได้

(3) ร่วมพัฒนาระบบฐานข้อมูลกลางด้านสิ่งแวดล้อมและมีมาตรฐานการเปิดเผยข้อมูลของสถาบันการเงิน (Data and Disclosure) โดยร่วมมือกับหน่วยงานภาครัฐ ภาคเอกชน และสถาบันการเงิน ในการพัฒนาฐานข้อมูลอย่างเป็นระบบตั้งแต่ไตรมาสที่ 4 ปี 2565 เป็นต้นไป เพื่อให้ทุกภาคส่วนมีข้อมูลเพียงพอสำหรับการประเมินโอกาสและความเสี่ยงด้านสิ่งแวดล้อม ในการกำหนดนโยบาย กลยุทธ์ หรือการบริหารจัดการความเสี่ยง รวมถึงตัดสินใจลงทุนหรือเลือกใช้บริการและผลิตภัณฑ์ทางการเงินที่ส่งเสริมกิจกรรมที่เป็นมิตรต่อสิ่งแวดล้อมได้อย่างเหมาะสม

(4) สนับสนุนการสร้างแรงจูงใจที่เหมาะสม (Incentive) เพื่อกระตุ้นให้สถาบันการเงิน ภาคธุรกิจ และผู้บริโภค เห็นความจำเป็นเร่งด่วนในการปรับตัวด้านสิ่งแวดล้อม รวมถึงช่วยบรรเทาภาระค่าใช้จ่ายที่อาจเกิดขึ้น ซึ่งล่าสุด ธปท. ได้นำร่องโดยการออกมาตรการสินเชื่อเพื่อการปรับตัวภายใต้ พ.ร.ก. ฟื้นฟู เพื่อสนับสนุนวงเงินสินเชื่อดอกเบี้ยต่ำให้เหมาะสมแก่ SMEs ในการส่งเสริมศักยภาพธุรกิจ ซึ่งมิติด้านสิ่งแวดล้อม เป็นหนึ่งในรูปแบบการปรับตัวที่มีความสำคัญต่อความสามารถในการแข่งขันภายใต้กระแสบริบทโลกใหม่

(5) ยกระดับองค์ความรู้และความชำนาญของบุคลากรในภาคการเงิน (Capacity Building) โดยพัฒนาหลักสูตรร่วมกับผู้เชี่ยวชาญทั้งในและต่างประเทศ เพื่อสร้างความตระหนักรู้ ความเข้าใจ สามารถประเมินโอกาสและความเสี่ยงด้านสิ่งแวดล้อม และให้คำแนะนำแก่ภาคธุรกิจได้อย่างเหมาะสม

ทั้งนี้ การขับเคลื่อนให้ภาคส่วนทางเศรษฐกิจสามารถปรับตัวรับมือกับการเปลี่ยนแปลงด้านสิ่งแวดล้อมได้อย่างทันการณ์และไม่ส่งผลกระทบเชิงลบในวงกว้าง ต้องอาศัยการผลักดันและดำเนินการร่วมกันอย่างบูรณาการ จากทั้งภาครัฐ ภาคธุรกิจ และภาคการเงิน โดย ธปท. พร้อมร่วมมือกับทุกภาคส่วนอย่างใกล้ชิด เพื่อให้ประเทศบรรลุเป้าหมายด้านสิ่งแวดล้อม สังคม และเศรษฐกิจได้อย่างยั่งยืน
